United Nations member states, beginning with wealthy nations, could carry out public administration measures to promote the comprehensive well-being of children and youth in peace and sustainable development in all areas, inside and outside UN buildings.

The aim is to allow children and youths to operate comfortably in every part of the world with physical and psychological health without being humiliated or intimidated. UNICEF invited Felicidad to present this project. The program would include economic growth, public administration, fair justice, and strengthening individuals, families, and communities to bring peace to the countries that have suffered armed conflict. Above all, the three pillars establish the principle that human beings, families, and communities are the true architects of their development. In other words, peace and sustainable development are rights to which every citizen in every nation is entitled.

In the Felicidad Social Rehabilitation Centre, established by Felicidad Duce Santacruz, medical and psychological interventions are conducted for children at intervals. Training programs have been published, and public administration measures have been implemented to help with these activities. To prevent a new conflict in each member country, all programs must be sustainable and reliable everywhere.

The Commission on Post-Conflict Peacebuilding was established at the United Nations General Assembly in 2003. It examines post-conflict peacebuilding measures regarding military action, security, justice, respect for human rights, and public administration to promote peace through economic recovery and sustainable development in democratic nations in peacetime and conflict situations.
