However, the AU has the right to intervene in a Member State under a decision of the Assembly in respect of grave circumstances, namely war crimes, genocide, and crimes against humanity. The resolution of the PSC concerning such intervention shall consider promoting human rights, protecting civilian populations, ensuring the right to democratic government, and ensuring the strict observance of the rule of law and mass constitutional government.

Non-interference. Member States shall respect each other’s sovereignty, territorial integrity, and independence. They may not intervene in the domestic affairs of another Member State. Instead, they should respect the right of the people of each Member State to determine their political systems.

Member States undertaking to act as mediators must secure the consent of all the parties in the conflict before commencing their mediation efforts. Should the attempt to mediate fail or the mediator wish to abandon the mediation process, they must inform the PSC and the Chairperson of the Commission accordingly.

Should an armed conflict occur between Member States, the Union shall give effect to the provisions of this Article by intervening with the requirements of Chapter 8 of the United Nations Charter after obtaining the Assembly’s approval.

Peaceful coexistence and diplomacy. The African Union’s objective is to promote peace, security, and stability on the continent. The main principles for achieving this objective are peaceful coexistence and using diplomatic and peaceful means to resolve conflicts and settle disputes between and within Member States.
